Classes:
• BELTSBootstrapper: The BELTSBootstrapper provides the ability to bootstrap the BELTS system by supplying an XML string containing the bootstrap data for the system. The bootstrapper operates in an environment where user roles are not checked. This class is implemented to suit the container being used.
